Simple length filter on header candidates

In this file, two consecutive paragraphs are tagged as h1s. One starts with "Crossing over the threshold..." and the other with "Nationwide, pressures on the..." The transformation also promotes the epigraphs that start a chapter.

Can we implement a blanket rule that nothing longer than 200 characters can be considered for promotion?

And, I wonder if there's anything you can see about what caused these specific paragraphs to be promoted in the first place.
