Remove headers that only contain white space (like spaces)

I believe some white space is being promoted to a header here due to the styling applied to the three spaces in Word.

        <h2 class="Default" style="font-size: 12pt; font-weight: bold; margin-bottom: 6pt; text-indent: 36pt">   </h2>
        <p class="Default" style="font-size: 12pt; text-decoration: underline">Media pressure and grant funding: the soft power behind remittance statistics improvements in Latin America</p>

This 2nd line is a header that should actually be tagged, but I think the heading above it is separate, and comes from the user having left the cursor on an empty line and applied some formatting (bolding).

I think there should be a step to delete headers that only contain white space, like this one. Easy to do?
