Heading not caught because the very last colon wasn't bold

All the headers in this doc are promoted (and to the correct level, h3), except for the "Conclusions section. This happened because the colon the author put at the end of the "Conclusion" heading was not bold, but the word "Conclusion" itself is bold. Otherwise, this looks identical to the other headers that were promoted.
