Empty paragraphs and empty headers in XSweet output
In testing header promotion @atheg has observed lots of spurious empty headers (
<h2/> and the like) coming through in the Editoria variant of HTML Typescript.
These represent where authors used CR (carriage returns) instead of vertical whitespace settings to demarcate divisions. As we learned earlier, empty paragraphs and empty headers have 'forensic' value in HTML Typescript (XSweet output) -- they can be useful (even essential) for structural induction - but that doesn't mean Editoria should have to deal with them (it has its own means of providing document structure).
Accordingly, the Editoria Typescript interface (maybe the cleanup stylesheet) should probably remove all empty block-level objects, including headers and
