page numbers and pagination issues

Please see the attached for these issues:

1. The page numbers listed on the TOC for part pages are incorrect. Currently, they list the blank page before the part page.
2. When a chapter ends on a verso, allow the part to start on the next available recto to avoid blank pages.

• Please also have a look at the design of H2. They look only marginally smaller than an H1 (chapter title) to me. Also, is there a rule applied to page-break before H2s? It seems so when looking at the output which is causing large white spaces.
