Admin UI (first iteration)

Context

Multiple use cases require an Admin UI. For the first iteration, we're focusing on tools for setting up an instance so that non-technical Admins have more autonomy.

Proposal

• Create a page from Admin controls, accessed via the username icon in the top nav bar.
• See linked issues for instance set up controls relevant to this iteration.
• The T&Cs Wax editor toolbar should include: H1 to H3, bold, italics, links, lists
