Invite reviewer component

Most publishing platforms will need a way to invite reviewers. This covers a what's needed for Assessment builder use case (see hhmi/hhmi#238) based on current component from micropubs

• Search for signed up user to invite to review (by name and other data such as expertise and training)
• Select/add user to list
• Invite one or more users in the list to review (in Assessment builder case review happens at question level)
• Revoke/cancel invitation
• List of users includes
  • full name of user
  • status of the invitation
  • expertise and training
  • timestamp of invite
  • remove user from list
