ISSUE: need to make Question a required field
Topic and subtopic appear to be a required field to press Submit, but you can have a blank question and submit it. Question should be required.
Expected behaviour
You should not be able to submit a blank question.
Current behaviour
You can submit a blank question as long as you've assigned topic/subtopic
Steps to reproduce
- Pick topic/subtopic
- Press submit
- You've submitted a blank question
