page numbering, running footers, and part page design

There are a few issues related to page numbers:
- The page numbers listed on the TOC for part pages are incorrect. Currently they list the blank page before the part page.
- There's a similar numbering issue for chapters. The page numbers on the TOC either list:
- the blank page (verso) before the chapter title page.
- the last page (recto) of the previous chapter.
- The last page of each chapter is missing a page number and running footer.
Footers:
- The blank verso before a part includes a footer. This should be removed. See page 4 for example.
- Sometimes the running footer is cut short (see pages 14-16). I don't know why this happens, but you'll notice that other chapter titles are much longer and these are not cut off in the running footer (for example pages 34/35).
Then for the part page design, refer to Pages 23-25 in the attached where you see that when a chapter ends on a verso, it's followed by:
- a blank recto with a part title running footer
- a blank verso
- the part page correctly on the recto.
I think we should rather allow the part to start on the next available recto when the chapter ends on a verso. And do not include a page number or running footer.
