Button to add new section in editing view is missing

Expected behaviour

There should be a button to add a new section on the left of the screen in the OEN instance

Current behaviour

There is no button to add a new section on the left of the screen in the OEN instance

Steps to reproduce

1. Go to the OEN instance
2. Open any book and go edit any chapter
3. Try add a new section (there is no button for that but there used to be one)
