[CoLab] Unable to send email notifications

Emails are not being sent from CoLab instance Control panel>Tasks&Notifications>Notifications; https://biophysics-sciencecolab.kotahi.cloud/login clicking on the Notify action causes the task to initiate but never execute. This error cannot be replicated on Kotahidev

Email should be sent when an editor clicks on the Notify action.
