[EJP import] Review DocMap updates

eLife data team have made updates to DocMaps. We need to test the following output;

1. All evaluation (peer review) data has been formatted as HTML. Example endpoint: https://data-hub-api.elifesciences.org/kotahi/docmaps/v1/evaluation/get-by-evaluation-id?evaluation_id=eLife-RP-ADV-2024-98489:review-article:2
2. happened field has been added to the peer-reviewed and revised steps. This field can be used an indicator and also give us that an evaluation is complete (has at least 1 review and an assessment).
