Group manager should not be able to edit the submission once it has been submitted

When a user is assigned the role of Group Manager and then submits a manuscript, they cannot view the discussion on the submission form. This is because the submission form give them the ability to edit the form, whereas someone without that role cannot edit the information and they can view the correspondence.
