[Aperture] Review recommendation autosave issue

Environment: Local
Pre-conditions: Login as a non-admin user & submit a a manuscript
Steps to reproduce:
- Login as an admin user & go to the Control page of the submission
- Type a decision comment, slowly
- Click any radio button & hit submit
- As the submission author (non-admin user), select the manuscript that was reviewed & observe the 'Decision' section.
Expected results: The decision & the comment are properly displayed.
Actual results: The decision is displayed as a simple '.' (dot). Either only half the comment is displayed or there is no comment displayed.
