Identify required fields when assigning Editors
Issue story; as and Admin, I cant add a Senior/Handling Editor and 'Save/Process' the manuscript submission - it's not clear what the required fields are to when assigning an Senior and/or Handling Editor.
Description; the ability to assign a Senior and/or Handling Editor is dependent on the Admin making a Decision (Accept/Revise/Reject). This is not clear in the UI.
