[CoLab] View and add new tasks to a task list
Description; build a ‘Task Management’ feature that supports the editorial team to manage and track key workflow milestones. With the objective to support author acceptance, submission, the completion of peer review cycles in Kotahi and publishing to an endpoint e.g. bioRxiv TRiP & Sciety.
The integration of a Task Manager within the Control panel would allow handling editors to create a list of tasks and/or reminders that can be used as prompts to send manual notifications.

- A task list appears in as a linear list from top to bottom on the control panel>tasks & notifications page.
- An editor should be able to click on 'Add task' which adds a new task to the top of the task list.
- An editor can drag and drop the task to any other location the list.
