PDF First Match to Later Full Text Version

This is a reworking of issue #569 (closed) - I am closing that one and it should point to this.

Context

Bookshelf has the use case where it receives a funded content PDF / Manuscript version from an a Awardee and later final full text XML from a publisher. We need a streamlined, consistent workflow for this use case in all of its possible attributes.
