Publishing Failed Agreement Errors are not appearing at the top of the Errors tab so people do not see them
Expected behaviour
All Errors should appear ordered most recent to oldest.
Current behaviour
Publishing Failed Agreement Errors are appearing at the bottom of the errors tab, oldest to newest
