If user does not complete all fields when creating a vendor query a duplicate error message is generated

Expected behaviour
User should know what are required fields in the UI and error messages should be clear and accurate.
Current behaviour
User does not know what are required fields when creating a new vendor query and user gets a duplicate error.
Steps to reproduce
- Create a PDF workflow book
- Create a Vendor Query in Vendor Query tab
- Only enter title before save
