Attachements get cut off in Vendor Queries issue when there are many of them

Expected behaviour
Vendor can attach as many exhibits as attachments as necessary
Current behaviour
When vendor attaches many files they get cut off from view and access
Steps to reproduce
- Go to: https://ncbi.cloud68.co/organizations/3a63c9c0-e307-4754-aba4-ad4382d09f3b/bookmanager/1b58b4af-5c89-47c2-bebc-37e3cd6c8dcd/63309add-7b3f-4767-a256-4811f651c5f1
- Go to Vendor Queries tab
- Click on open issue
- If you have a large monitor, decrease the browser size - you'll see attachments get cut off from view
