User should not be able to create a negative version number or zero as a version number

Users should be only able to create positive integers above zero as version numbers
Current behaviour
User can create negative integers and zero as version numbers

QA Steps
- Create a new PDF or XML wholebook
- In the first step of Book Creation, type zero or a negative number in the Version Number field
- Notice that the values are marked in red and when you try to save, the value will automatically change to 1
- You can also click the down arrow and notice that when the values are lower than 1 you can't create a new version and an error message appears.

- Get a PDF or XML wholebook to Published status
- Click New Version and type zero or a negative number in the Version Number field
- Notice that the values are marked in red and when you try to save or click out of the field, the value will automatically change to 1
