Unable to delete or fix an inaccurately selected book version content type or version number

cc @ChristinaTromp @jordandc

Expected behaviour

Book versions reflect the correct book version content type and version number.

Current behaviour

If user enters the wrong book version content type or versions number there is no way to correct this and means all future versions will also be inaccurate, so thereby means user can no longer update their content.

Steps to reproduce

  1. Create a book version and give it a prepublication draft content type
  2. Push prepublication draft to publication
  3. Create a new book version by mistake as a prepublication draft content type
  4. Try to correct that book version to a published pdf content type and see you cannot

See example here: https://ncbi.cloud68.co/organizations/dffe8690-2678-436b-b55f-37bdc7e7cf99/bookmanager/99b4bf1e-ee76-4239-a56c-119374adea88

This is very easy to do and often done in part because the order of versions are not consistent:

Y, must have a plan for deployment
