Dev: reporting and resolving errors (Word WF)
@John.kopanas -- this comes from #138 (closed). I'm copying the decision made there for development, as that issue is very long.
@danjela has already done the frontend (excluding the help panel)

Workflow description
- The Author uploads a Word file, this convert to xml with errors. The book component has a status 'Errors' shown on the book manager page and the book component page (as above).
- All errors are displayed on the Errors tab (as above)
- There are two assignee types for errors:
- Bookshelf: NCBI must resolve by updating software (Sys Admin only gets notified when there are one or more Bookshelf errors present.)
- Submitter: Author must resolve be fixing Word file or uploading missing suppl files. (Submitter gets notified about all errors).
- When a new file version is uploaded (or the current file version reconverted), the previous (out-of-date) errors are moved to the history, accessible from the ‘Show history’ button.
- NCBI and Author can deal with their respective errors at the same time, but a preview will not be generated until all errors with severity type "error" have been resolved. The author can ask the Editor or Sys Admin for help to resolve errors in the help panel.
- A Preview will generate (status changes to 'Previewing') with severity types: "warning" and “query”. The submitter does not need to resolve either type prior to publication, but the Editor should be alerted to unresolved queries before publishing (a design for this is forthcoming).
