De-duping checks and warnings
This was raised in #64 (closed) in relation to the PDF and XML workflows

'de-duping' means "frequently we have two people send a book part with the same book metadata / component. We need to only create ONE book component for both chapters, so when the second one comes, and they give the book metadata, the CMS somehow merges the two (because the second investigator won’t know the book already exists in our system)"
I think it possibly would apply to the Word workflow too. Basically we need some check for two book or book part component titles and ids (and perhaps other relevant metadata fields), and if there is a match throw out a warning / error to the Editor to resolve, which may mean deleting a "dupe" or merging records into one.
