"Require approval before publishing: Org Admin or Editor" setting should default to Yes

The "Org Admin or Editor" setting under Require Approval before Publishing in the Collection Settings UI should have a default status of Yes/on for both funded and book series collections

Change requested:

  1. When collection is created, Org Admin/ Editor approval should be ON and editable

(The collection setting UI will display whatever choice was made by the user when creating the collection)

Current behaviour

This setting currently defaults to No/off

Steps to reproduce

  1. Open a funded or book series collection
    2.Click on the Settings button in the upper right hand corner
    3.Look under the Publishing settings section, and the Require Approval before Publishing subheading
  2. The "Org Admin or Editor" setting will appear in the "No" position, as shown in the screen shot

Possible solution

Change the behavior so this setting default to Yes/on. The locked status that this setting currently has is current and should remain.

Priority

[Select "Y" for the relevant priority and provide an explanation]

  1. Resolving this bug is required for migration N
  2. This can be prioritised after migration (Not sure)

QA steps to test that design improvement is done

  1. In an existing organisation, create a new collection
  2. Fill out the collection settings page and press 'Next' on the bottom right of the page
  3. Notice on the page that appears, the "Org Admin or Editor" setting under Require Approval before Publishing is on by default. Screen_Shot_2022-03-03_at_17.02.25
