Email notifications not received after a completed transaction that is restarted from a Failed state

Expected behaviour
Users get emails after any processing or preview transaction is completed.
Current behaviour
Users are complaining because they are not getting emails when something fails or a preview is available for transactions that are restarted from a Failed state.
Steps to reproduce

We did some more testing and saw it is happening after Failed components are restarted.
- Find a component in a Failed State
- Reload / Resubmit it
- Note you never get an email on its next status - in case above, that a preview was ready
