Collection templates
Note that this MR includes a change where we send the domain api values instead of ids for controlled lists.
This change has been implemented on NCBI's side as well, but we need to time the deployment so that both sides' updates go live together.
Any time where there's a mismatch between the two sides will result in some things not working at all (eg. creating a collection).
Our side's changes related to the domain api change have been disabled so that the branch can be tested, and will be reenabled before we deploy.
