Internationalization and Non-Western Character Set Support

What would it take to add keyboard support for non-western character sets and diacritics either on an ad hoc basis, or permanently? The question was raised in author/copyeditor testing of Editoria. This is a low-priority issue since we'd like to make sure support for western diacritics is functioning properly first, but will likely need to be addressed eventually as a feature request.
