Update submit page

Several changes to make:

1. Update figure list to preview based on file type (web images and PDFs), not type as selected by user. Apply this to the upload file screen as well.
2. Update grants display to show more info.
3. Improve section and error display
4. Make all sections on the right expandable. Should be expanded by default, but the user can minimize them as they go down the list.
