Complete manuscript citation

Story description:

7 As an admin I want to add a missing citation for a submitted manuscript

Acceptance criteria:

• From the dashboard page, admins should be able to access a form for manuscripts where they can
  • search PubMed for the manuscript citation information (if the journal is indexed in PubMed) or
  • enter citation information manually
• If the journal is indexed in PubMed this should be indicated on the form
• Updating the citation information should update the database.
• If the citation is completed after all other processing steps, the manuscript with a completed citation should be sent to PMC. Otherwise all other processing steps must also be completed and the manuscript can be sent to PMC when it has final reviewer approval.
