Change reviewer from activity page

• Add new option for admin to add reviewer by user ID
• Add selected reviewer name, email to activity page logs
• Add edit reviewer option to activity page
• At 'submitted' (Inital QA), if a new reviewer is selected, change 'Approve for tagging' to 'Send for new review' and hide report errors options

• If the submission has already been sent to tagging and a new reviewer is selected send an email to the new reviewer:

• Notify the new reviewer of their new status OR invite them to accept the reviewer status
• IF the submission is already ready for final review include text to this effect. Otherwise, say they will receive an email when ready for final review.
