View and edit XML files

Story description:

6.3 As an admin or external QA I want to be able to view the XML source
6.4 As an admin or external QA I want to be able to download and edit the XML source
6.6 As an admin or external QA I want to be able to re-upload/save the XML source and regenerate the HTML view from the XML

Acceptance criteria:

• Interface should display files uploaded from taggers (Similar to in #5 (closed))
• Admin should be able to download, upload, and re-categorize and label files
• Admin should have a button to regenerate the HTML and PDF web versions
• External QA should be able to download files

Subtasks:

• Develop interface for viewing, uploading, categorizing, and labeling XML files
• Develop display of XML processing errors
