Add right hand panel / informational text to submission wizard steps

See parent ticket #78 (closed)

While in the submission wizard and manuscript preview mode, there will be two side-by-side panels open by default.

1. The panel should follow the design in #78 (closed) .
2. The panel should scroll separately from the left side content.
