PDF Viewer refinements

Subtasks:

• Subtask 1: At least one user has requested that the printdownload function be added back the PDF viewer, or page thereof.
• Subtask 2: Users do not use the PDF viewer as expected, they do not find the enlarge and reduce,!or the fit to width buttons, even when they are looking for them. The UI needs to be simplified. Recommend eliminating both the indicator of the enlargement size, ie 100%, and the fit to width button, so that they only see the + and - buttons. See design attached.
