Sending wrong info to taggers when journal has no ISSN

We have been sending no ISSN in the journal XML to the taggers when the journal has no ISSN. This is bad JATS and leads to the taggers creating also incorrect solutions to the problem, like issn elements filled with 'xxx', because XML with no ISSN element is invalid. Instead we should send an empty ISSN element.
