PDF viewer - Preview and final proof pages
Story description: The PDF viewer could use some refinements. Testing showed it was awkward to use and did not act as expected. It also doesn't look like the rest of the design.

Subtasks:

Subtask 1: Use same font and icon style in PDF viewer header bar that we use elsewhere, use blue for links as elsewhere. -
Subtask 2: Increase depth of PDF viewer header bar to be more aligned with spacing we use elsewhere -
Subtask 3: Put full screen icon to left of text, to match style used elsewhere -
Subtask 4: Delete "scale to fit". This wasn't findable in testing, and I would argue that it needs to happen automatically when the window is reduced or enlarged. This expectation was also borne out in testing. -
Subtask 5: Delete the percentage indicator, I don't see why that's needed and it adds cognitive load -
Subtask 6: Use feature icons for reducing and enlarging, make them larger and blue, and have them stand on their on, not within a button
