Send grant details to NCBI
Related to #773 (closed), we need to send grant information to the NCBI as a separate file from the final package.
Scenarios to be covered

When PMID and PMCID returned from the NCBI upon our successful delivery -
Scenario in #773 (closed), publication deleted with PMID -
When grants are changed after sent to the NCBI -
Make sure this includes when duplicate submission grants are merged in

The example file format is:

One <grant>
entry for each grant.
Info from the NCBI:
<grant cmd="add"/”remove” pmid="${pmid}" grant-name="${EPMCfunderprefix+awardId}" authority="WT" status=”0”/>
Valid cmd is “add” or “remove”
Status is optional, can set to “0” always.
The prefix in grant-name is necessary for authority “WT”. It is used in our grant resolving scheme.
The reasoning for the prefix was to resolve the funder from the grant name in an Authority. Note that while most funders in WT authority has a underscore in prefix, not for welcome trust. See the example above.
