WIP: Add "inkstep_find_reviewers" gem

This gem contains steps for use in xpub's "Find Reviewers" component.

It currently contains one step, MoreLikeThis, which takes the input text (e.g. the title and abstract of a submission) and queries an elasticsearch index for similar documents.
