German quotation issue

This is based on this: XSweet#189 – the list of quotation marks in ucp-text-macros.xsl doesn't include all possible types of quotation marks, so German quotation marks („in vitro“) were behaving strangely when next to punctuation. See that issue for an explanation (and a good test document that shows the issue).
