V2.4.0 branch tiff full quality image

In this, MR adds a full-quality version for all converted images. PFA conversion screenshot and testing

• Converted sample tiff

• fileStorage.service.test.js updated to work with full-quality changes

• Fixed failing file.controller.test.js now all tests pass except the eps file upload. It is a docker policy issue and has been fixed in V3 as per the info received, so no action is needed here.

• Added a migration to add a full-quality version to storedObjects for all existing image files below is a tested result log.
