ISSUE: "Submit" button action is very unclear
If I fill out a question, check terms and conditions, and then press Submit... nothing appears to happen. However, I'm now unable to edit my question further until I exit the screen back to the list of questions, go back in to the question, and now I can edit it. To save, I have to press "submit," which seems like the FINAL step in editing a question. I should be able to save a question, go back to working on it, and then FINALLY hit "submit" to send it on through the workflow. Right now "submit" is doing too many things at once with no user feedback.
Expected behaviour
Submit should either finalize the question and send it through the workflow, or it should somehow let you know that all you're really doing is saving your question.
Current behaviour
Pressing submit gives no user feedback that you can no longer edit the question you're still looking at. You have to exit the screen, and go back in, to continue editing.

Possible solution
Either add a "save" button that saves your work but lets you continue editing, or make it so you go back out to the main question list when you press "submit", or make clear the difference between saving and submitting, or let the user know that they will no longer be able to edit once they press "submit" without going out and back in to the question.
