feat: install wait-for-it.sh script

Ben Whitmore requested to merge add-wait-for-it-20240429 into main

Make wait-for-it.sh available so Flax can be started with a wait-for-it against the kotahi server. Also remove the 60-second delay on rebuilding after startup.

This goes together with kotahi!1213 (merged)
