[CoLab] Ability for the author to action 'Submit new version' without editor permission
Description; we need to consider a step in the preprint workflow that supports an author's ability to submit a new version of a preprint without requiring the editor's approval/action.
Within the context of CoLabs Biophysics workflow; a formal author response is captured per evaluation report shared with the author. This response is captured against the version reviewed. The author now needs to apply the suggested changes captured in the evaluation report in a new version, upload this version to a bioRxiv and then submit the new version for review in kotahi.
Currently, the action that allows an author to submit is for an editor set the Decision state to 'revise'. Only then is the author presented with an option (action) to 'submit a new version'. This process unnecessarily involves the editor, when it is completely at the discretion of the author when they will update and submit an updated version to a preprint server.
The purpose of this task is to allow the author to submit a new version of their manuscript, which should initiate another round of review e.g. colab
configuration to 'allow a new version (submission form) to be submitted after a Decision form is submitted'.
