Email notification sent on accept action
I receive a random email notification despite not being assigned to a manuscript (as an editor). Steps to recreate the bug;
- As a Group Manager create a new submission
- upload a docx file and do NOT submit
- Navigate to Control panel>Decision, select accept and click 'Submit'
- I receive email notification; Test

This email is also being sent despite there being no email notification selected in Configuration>Event Notifications>Submitted manuscript
