fix(hypothesis): unpublish annotations for fields set to "never" publish

When attempting to find a fix for misordered hypothesis annotations, I discovered that I could not unpublish annotations by configuring the field to 'never' publish. Expected behaviour was that if I set the field to 'Never' publish to hypothesis, and then hit the "Publish" button for the manuscript, the annotation should be deleted from hypothesis.
