New annotation marks

This adds a whole tab full of new annotation markings in the Production editor of Kotahi, as well as funding tags. On export to JATS, these become JATS tags for citations. Citations that are footnotes become JATS references with a callout link; citations that are in text become JATS references with a callout left in the text.

This also refactors the HTML to JATS code; a lot of that moves from server/utils to server/jatsexport which things going in their own files as they can; the jatsutils.js file was becoming overloaded. Crossref utils now get their own file, as do more general HTML utils.
