Draft:fix: fail gracefully if missing DOI_PREFIX

If CROSSREF_LOGIN was set but not DOI_PREFIX, this was causing crashes and failures. Also if a field was set to validate as DOI suffix. Also Semantic Scholar import was failing if some manuscripts had no submission.doi.
