feat(create-new-version): Display conditions for "submit new version" button

The requirement for this MR is listed in the ticket here

The other issue encountered was, a comment in pending state was accessible in wax editor with submit button in other versions as well. I have utilized the comment is deleted functionality and modified the message to display on previous version if a comment is not submitted.
