Put the event bus adaptor into a library (#241) 

* copypasta the message bus code

* Rename to event-bus and export everything

* Fix lib build for event-bus

* Remove message bus connectors from message-bus-tester

* Give the dev environment services access to the shared libs

* namespace the internal packages
