Component sent through conversion is getting "stuck" - error notifications not getting ingested to BCMS
Expected behaviour
If conversion fails for a component, the status change in the BCMS to "Conversion Errors" and the Errors display in the Errors tab for that component.
Current behaviour
For a component that fails conversion on the NCBI side, the status is not changing in the BCMS to "Conversion Errors" and the Errors display in the Errors tab for that component. It keeps timing out 4 hours later. This happens repeatedly.
Steps to reproduce

- Download Word file and Submit for XML conversion in chapter-processed XML workflow book
- See it fails after 4 hours
- Note below though that fails XML conversion long before that:
